Job Summary: The First Nations Representative Manager provides leadership and oversight for the Onion Lake Cree Nation First Nations Representative Program, supporting First Nations children, youth, and families involved with or at risk of involvement in the Child and Family Services system. The Manager oversees program operations, staff, policy development, budgeting, reporting, and community engagement while ensuring compliance with CHRT Orders and program requirements. Working closely with OLCN leadership, legal counsel, and community partners, the Manager advocates for culturally grounded, family-centered services that protect and promote the wellbeing of First Nations children and families.

 

Responsibilities: 

  • Lead and manage the First Nations Representative Program.

  • Advocate for First Nations children, youth, and families within the Child and Family Services system.

  • Liaise with government agencies, service providers, legal counsel, and community partners.

  • Ensure culturally appropriate, family-centered supports and services.

  • Participate in child welfare administrative and court proceedings as required.

  • Develop and implement program policies, procedures, and operational standards.

  • Supervise, mentor, and support program staff.

  • Oversee strategic planning, program development, budgeting, and reporting.

  • Ensure compliance with CHRT Orders, funding agreements, and reporting requirements.

  • Build and maintain strong community and stakeholder relationships.

  • Provide reports and recommendations to OLCN leadership.

Qualifications:

  • Bachelor of Social Work (BSW) or Bachelor of Indian Social Work (BISW).

  • Registration with the Saskatchewan Association of Social Workers.

  • 3–5 years of leadership experience in Child and Family Services, Social Services, or a related field.

  • Strong knowledge of First Nations child welfare systems and Saskatchewan legislation.

  • Experience in program management, staff supervision, budgeting, and reporting.

  • Excellent advocacy, communication, and organizational skills.

  • Proficiency with Microsoft Office and related software.

  • Valid Class 5 Driver’s Licence and satisfactory CPIC/Vulnerable Sector Check.

  • Ability to travel and work flexible hours.

  • Cree language skills and knowledge of Cree culture and traditions are assets.
