Job Summary: The Director of Technical Services is a senior leadership role responsible for the planning, development, maintenance, and oversight of public infrastructure and technical operations for Onion Lake Cree Nation. This position provides strategic direction, ensures policy and regulatory compliance, oversees capital projects and departmental operations, and works collaboratively with leadership, departments, and community stakeholders to support sustainable growth and community wellbeing.
Responsibilities:
Strategic Planning: Develop long-term plans for community infrastructure and initiating development and maintenance policies
Interagency Collaboration: Work with other OLCN departments and entities to ensure they are supported by the technical services department and assist with achieving their infrastructure goals
Budget & Resource Allocation: Manage multiple budgets, prioritize projects, and allocate funding efficiently. Pursuing funding from external sources to enhance development in OLCN
Policy & Compliance: Ensure infrastructure projects and maintenance complies OLCN Community plan, safety legislation and building code. Enforce policies within OLCN.
Team Leadership: Lead the asset management, CERP, procurement, safety and capital projects teams
Lead interagency collaborative meetings
Community Engagement: Work with residents, stakeholders, and leadership to understand needs of the community and communicate plans.
Sustainability & Innovation: Incorporate financially sustainable practices and modern technologies to OLCN technical operations
Qualifications:
Bachelor’s degree in Civil Engineering, Urban Planning, Public Administration, or related field
Professional designation (e.g., P.Eng, PMP) is preferred
10+ years of progressive experience in infrastructure, public works, or engineering
5+ years in a senior leadership or management role
Experience managing large-scale capital projects and budgets
Strong leadership and organizational skills
Strategic and analytical thinking
Financial and budget management expertise
Knowledge of infrastructure systems and asset management
Excellent communication and stakeholder engagement skills
Ability to manage complex, multi-disciplinary project
