Job Summary: The Community Services Manager is a full-time, on-site role based in Onion Lake. The individual will oversee and manage community programs aimed at improving social services, engage with community members to assess and address their needs, and ensure the delivery of high-quality services. Key responsibilities include coordinating with partners and stakeholders, supervising staff, addressing community concerns, and promoting the cultural and social values of the Onion Lake Cree Nation. The role requires a commitment to enhancing community well-being through effective program leadership and collaboration.

Responsibilities: 

  • Strategic & Operational Leadership

  • Program Planning: Plan, organize, and evaluate the delivery of social and community service programs, including children’s aid, income maintenance, and emergency housing.

  • Policy Development: Prepare reports and briefs for management committees to assist in developing community-focused policies.

  • Operational Management: Direct daily operations of community centres and facilities, ensuring high-quality service standards are maintained.

  • Financial & Resource Oversight

  • Budget Management: Administer and control budgets for all social programs, equipment, and support services.

  • Funding Proposals: Research and submit proposals for external funding to expand community capacity and service reach.

  • Resource Allocation: Ensure efficient use of human and capital resources to meet regional operational needs.

  • Community & Cultural Integration

  • Cultural Advocacy: Ensure all services integrate Nehiyaw-based traditional practices, collaborating with Elders to provide culturally appropriate support.

  • Liaison & Advocacy: Act as a representative for government liaison and media relations on behalf of the community.

  • Crisis & Wellness Support: Oversee preventative services such as healing circles, wellness programs, and community healing initiatives.

  • Staff Development & Team Management

  • Mentorship: Provide coaching and professional development plans for both professional and non-professional staff.

  • Recruitment & Training: Lead hiring efforts and facilitate training sessions to maintain a professionally competent and culturally sensitive team.

  • Performance Monitoring: Conduct regular evaluations and provide constructive feedback to ensure team alignment with community goals.

Qualifications:

• Primary Education: A university degree in Social Work, Community Development, Human Services, or a related social science field is preferred.

• Alternative Paths: A college diploma in a related discipline (such as Social Service Techniques) combined with significant relevant experience may also be considered.

• Advanced Credentials: a Master's degree in a social science or administrative discipline is as an asset. 

Leadership & Management

• Team Oversight: Ability to supervise, mentor, and evaluate a diverse team of professional and non-professional staff.

• Financial Literacy: Proficiency in managing program budgets, administering funds, and preparing financial reports or funding proposals.

• Strategic Planning: Skills in program development, implementation, and evaluation to ensure services meet community needs. 

 

Cultural & Community Engagement

• Indigenous Knowledge: Deep understanding of Cree traditions, history, and the specific socio-economic challenges facing Indigenous communities.

• Cultural Advocacy: Ability to integrate traditional practices, such as healing circles and Elder involvement, into modern service delivery.

• Relationship Building: Strong interpersonal skills for effective collaboration with community members, stakeholders, and government partners. 

Technical & Professional Skills

• Social Service Principles: Strong knowledge of resource allocation, intervention methods, and social service policy.

• Communication: High-level oral and written communication skills, including the ability to write clear briefs and policy reports.

• Technical Proficiency: Competence with Microsoft Office Suite and relevant project management or social service tracking software.

• Regulatory Compliance: Familiarity with relevant legislation, such as child welfare standards or health and safety regulations
