Job Summary: The Community Emergency Response Plan Coordinator is responsible for designing, coordinating, and maintaining plans that help the community prepare for, respond to, and recover from emergencies such as natural disasters, public health crises, or large-scale accidents.
Responsibilities:
Conduct comprehensive Hazard Identification and Risk Assessments (HIRA) to prioritize local threats (e.g., wildfires, floods, pandemics).
Draft, maintain, and regularly update the Community Emergency Response Plan (CERP) in alignment with provincial/federal standards.
Identify and map vulnerable populations (elders, disabled residents) to ensure tailored evacuation and support protocols.
Act as the primary liaison between the community and First Responders (Police, Fire, EMS).
Collaborate with NGOs, local businesses, and health agencies to formalize Mutual Aid Agreements.
Represent the community at regional emergency management committee meetings.
Recruit, vet, and manage a database of Community Volunteers.
Design and execute training drills and simulations (Tabletop exercises and full-scale mock disasters).
Provide public education on "72-hour" personal preparedness kits and home safety.
Serve as the lead official for activating and managing the Emergency Operations Centre (EOC).
Manage emergency communication channels, including social media alerts, sirens, and radio broadcasts.
Oversee the deployment of local resources (shelters, supplies, equipment) during an active crisis.
Coordinate long-term recovery efforts, including damage assessment and mental health support services.
Lead After-Action Reviews (AAR) to identify plan failures and implement improvements for future events.
Qualifications:
Post-secondary degree or College diploma in Emergency Management, Public Safety, Public Administration, or a related field (e.g., Environmental Science, Business Administration).
Incident Command System (ICS): Completion of ICS-400 (standardized command structures).
Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) from the International Association of Emergency Managers (IAEM) is highly preferred.
Valid First Aid and CPR-C/AED Certification.
A valid Driver’s License and a clean Vulnerable Sector background check due to the role’s interaction with at-risk populations
Requires 2 to 5 years of direct experience in emergency management, project coordination, or a related public safety activity.
Experience in specialized fields like Search and Rescue (SAR), emergency medical services, or municipal planning adds significant value.
Proven experience operating within an Emergency Operations Centre (EOC) or coordinating real-time responses during active incidents.
Experience managing budgets, grant applications, and volunteer networks.
Deep understanding of provincial and federal emergency legislation (e.g., the Emergency Management and Civil Protection Act in Canada).
Thorough knowledge of Prevention, Mitigation, Preparedness, Response, and Recovery.
Familiarity with Hazard Identification and Risk Assessment (HIRA) methodologies and Business Continuity Planning (BCP).
